Interesting, next time it happens I will use GPU-Z. I think it may actually be using a decent amount though, as I do notice lag, low fps and stuttering if it happens while im in game.
No problems at all in past, no matter what kind of wallpaper i had used, used 64bit version as long as i remember. Haven't updated anything else than steam related stuff in past week either.

Check the Windows update history, perhaps Windows installed updates for itself or drivers very recently. The last update for Wallpaper Engine was also over a week ago already, but something like this cannot suddenly happen without anything being changed on the PC.

Which wallpapers do you use exactly and which process is using 100% GPU in the task manager?
It started happening after trying few new backgrounds, before that everything worked as it should. Removing the new ones and going back to old wallpaper, didn't help, restarting wallpaper engine didn't help either.

If it doesn't disappear, try closing it there directly.
Do you have this issue only when playing Black Desert or even just on the desktop? In general it could mean that you run out of VRAM to use. But then this should only happen while playing without the wallpaper being paused/stopped.
Did you try to restart the PC? If you use the same backgrounds as before, whatever went wrong shouldn't have any effect anymore after a restart, but then those wallpapers that caused this should be looked at.
I got it working normally again after closing and restarting both Wallpaper Engine and Black Desert. My VRAM usage peaked at 3.4/4.0GB before doing it. I had them both run at same time for almost a year without any problems, but this was the first time i downloaded new backgrounds while playing, so guess for me it conflicted somehow with the game or its anticheat.
I had game bar bar and Game DVR disabled from windows settings.
I tried to replicate the problem, i can freely swap backgrounds i already have, but if i try to download new ones while playing BDO, it pushes GPU usage to 100% again.
