Report a translation problem
Can you completely close Wallpaper Engine (right-click on Wallpaper Engine in the tray and click on "Quit") and afterwards right-click on Wallpaper Engine in Steam and there on "Launch Wallpaper Engine 64-Bit"? Make that Wallpaper Engine is definitely not running anymore before launching the 64 Bit version, otherwise it will simply re-open the 32 Bit version.
If the steps above do not solve this issue, you can try and play the workshop videos manually with Windows Media Player (it's important you use Windows Media Player and no other software). If the videos do not work with Windows Media Player, something is definitely wrong with your general Windows setup. The workshop videos are in this folder:
C:\Program Files (x86)\Steam\SteamApps\workshop\content\431960
If you have installed Steam in a different place, the location may differ but the last part will always be the same. In the "431960" folder you will find more numbered folders, these are the workshop IDs and they contain all the videos, simply look for the broken ones in there and see if you can play them with Windows Media Player.

Apologies if it's all a bit complex but this is a rather unusual issue but this may fix it.

That's why installing the LAV Filters might fix this problem.
