lighting effects (specifically car lights)

Hey everyone, I am having trouble creating a glowing effect with lighting, specifically headlights/ tail lights on cars. Is there an option or a tutorial that I have missed that shows a user how to illuminate specific parts such as this?

You can click on the mask and then draw where the effect should be applied, much like here: http://wallpaper-engine.wikia.com/wiki/Tutorial_Water
