Something on the computer set this file to be run as admin only I assume, this isn't good. Can you just delete this entire folder manually and reinstall C:\Program Files (x86)\Steam\steamapps\common\wallpaper_engine the files need to be not set to be admin only.

Steam isn't installing this correctly, it mustn't require elevation.

Could this be happening because Steam is running as admin? Where is it installed exactly?

Also, try to use the 'Repair' function in the Steam library folder dialog (right click the library and then repair). If you have it installed in the program files directory, it's possible that something screwed with Steam's permissions, I believe that repair function is meant to fix this.

Just wanted to say thanks for all your help, I still have no clue what was wrong, but when I installed on my D:/ drive instead of my C:/ drive its working fine now.

Alright, I think this means that I had the right idea, but the 'repair library' function in Steam didn't work :steamfacepalm: (I can really just think of that or something like an anti-virus interfering.)
