Report a translation problem
i finaly managed to find the folder. It feels like the devs don't want us to know where it is.
However here it is:
steam/steamapps/common/wallpaper_engine/assets/materials/util
now, the real problem comes:
making .tex-files seems like nerdy sh*t - a lot of time needed, no fast image converter, BUT the WE also accepts .png images, so you can place it there and have fun.
The '.TeX' one is from 'LaTeX', but yeah it is just a coincidence. I'm using these files for textures like you correctly guessed (.tex = texture, .mdl = model). You don't need to handle this format directly, it is built from the PNGs/JPEGs etc that you imported.
