let's say for instance. it's an anime character from a certain game. the wallpaper could be tagged as 'game' as well.
Or if it's an audio visualizer, with anime background.It's very reasonable to tag that wallpaper as 'audio'.
Because there is only one tag per wallpaper, you get these choices, which the wallpaper creator has to make, and not able to tag it as BOTH anime and <insert other theme>
(also, there are just anime wallpapers with no tag <unspecified genre> - that's outside my scope)
EDIT:
I know that multiple tags per wallpaper had it's own issue (as BioHazard explains), since I've had this discussion before... So it's the lesser of two evils basically :P The solution ain't perfect, but the alternative was worse...

Multiple tags were possible in the beginning and people just assigned as many tags as possible to make their wallpaper show up everywhere. This is worse because it's even more work to fix anything.
There is a built-in report system (which is of course also being abused heavily) but please do report wrongly tagged submissions so they can get fixed.
The only ultimate solution would be Valve overhauling the Workshop system into a really extensive environment where everyone can update tags and apply custom tags to anyone's submission. And Valve can't even get the store tags to work well so yeah.
The situation is as perfect as it can be without Valve improving Steam first. If you want to send feedback to Valve, the only place to do that is the global Steam forums as far as I know: https://steamcommunity.com/discussions/forum/10/ Valve does not read game forums.
