How can I make the "gif" follow music?
I have seen videos there their background follow the music they have on. idk what program it is but can I do that with Wallpaper Engine? and if how?

Yes, you can create "audio visualizers" with Wallpaper Engine. In theory, you can even go as far as to create an audio visualizer that only reacts to low frequencies (= bass only) but that's relatively advanced. If you just want to grab a wallpaper that already exists, I would recommend you go to the "Workshop" tab in Wallpaper Engine, click on "Filter results" and make sure to search only for wallpapers that have the tags "Approved" and "Audio responsive", you can select them from the list.
