Report a translation problem
Wallpaper engine runs in the background to have the wallpapers up. The settings allow for a lot of pausing options when you have other things running or fullscreened to reduce the load on the computer for displaying, but it has to be running to display. I use the option that starts it on startup so it is always running without me having to do anything. (Currently it can load up that way without steam running as long as the wallpapers you want are stored on your computer - which the ones you make will be)
