Can u make static wallpapers too right? not only live-ones

No, I wouldn't recommend using a program just to display a static image, the way Windows handles it is just superior (naturally since it's just integrated right into the OS).

If you have multiple monitors though then that might be a reason to use a tool for it just for convenience etc.

I've seen some that do this, that are just static images, but that's pointless. You can just use windows to rotate wallpapers.

I suppose you could do it if you have some images that you want to keep and you only have one monitor. Yes the program can do it but it's like using a sledge hammer to hang a picture on your wall.

If you have more than one monitor then you're good to go. You can have your standard wallpaper rotation on one monitor and Wallpaper Engine running on the other.
