There is no code in the program that does anything with these settings, I don't even know if that's possible.
You said the issue started after you updated the driver and Windows so maybe Nvidia broke something and you could skip this version of the driver. Did you try using the driver you had previously installed to check whether it is caused by Nvidia's update or the Windows update?
But LAV uses your hardware acceleration too. It has options to choose between different methods of hardware acceleration in the LAV control panel. Maybe one method does not suffer from this bug in the driver.
It would probably be best if the issue wouldn't exist in the first place so I would urge you to try tell Nvidia: https://forums.geforce.com/default/board/33/geforce-drivers/
