Web wallpapers might contain ads, just like you would encounter them on web pages, but they can't create popups or anything.
Are "web" wallpapers 100% safe?
I mean, if they have access to web stuff, surely they can also download malicious files after installing the wallpaper.
Unless you implemented something to avoid this then "web" wallpapers can be used in malicious ways.
Is my thinking off here?

As before, this is still true:
Web-based wallpapers are also safe but they run the risk of having unwanted code in them such as ads or trackers, we cannot guarantee that this is not the case but we are also not aware of anyone ever having purposefully created a web-based wallpaper that does something "evil". They're basically about as safe as using Google Chrome to browse the internet.
Either way, if you use video or scene based wallpapers, it is very, very, very unlikely that they contain anything harmful.
But as soon as i uninstall wallpaper engine, it magically stops
