If you want to have the same clock on every wallpaper for example then it would make more sense to use a free widget program and just add a clock widget "over" the wallpaper.

You can't. There is no way to add anything to another creators wall paper. You must make your one from similar assests if you want to. And to answer: HTML, CSS, and JAVA coding for live wall paper clock, sound bars etc.

If all you want is a clock element on the desktop you could use a program made for 'widgets'. Wallpaper Engine is built for animated wallpapers only.

I.e. 'Rainmeter' is a free program that is solely meant for widgets like clocks and both are meant to work together.

that is provably false, you just have to use the online unpacker and then put the files in the projects folder then edit it in the wallpaper editor
