Yes. Just make a shortcut of the executable (either wallpaper32.exe or wallpaper64.exe accordingly) from the installation folder (you can find easy by going to your Steam Library, right-click on Wallpaper Engine, select Properties, Local Files and Browse Local Files).
Then just run it from that shortcut you create or run it directly from the installation folder.

*Note: You'll need the Steam-client running though if you want to browse the workshop wallpaper or to create & publish to the workshop.

Also, if you have WE in your autostart, it should appear in your taskbar. Just click the icon and it should open without Steam.
