Can i run wallpaper engine without steam running in the background?+multiple steam accounts

I have multiple steam accounts. What will happen to wallpaper engine if i log out, and log into another account?

Works fine for me with and without steam running. Didn't test if you can get to the control panel but the wallpapers remain visible.
