Can you check if the file exists at all?

D:\SteamLibrary\steamapps\common\wallpaper_engine\bin\webwallpaper32.exe

Iirc '2' means that the file doesn't exist.

is there a Way that you could walk me through how to fix this, because I dont think it exists, but if that is the case how do I fix it?

Hm okay, well the file should be installed by Steam right there. Has Steam fully completed the download and everything? Do you see anything about Wallpaper Engine on the 'download' tab in Steam?

Yea but it says, ready to launch

Are you using multiple Steam accounts? Because you don't seem to own it on this one, so I don't know if that would interfere.

err, no? why doesn't it say I own it, I have the recipt

Because you are missing the small mouse icon that Steam should automatically show.

I'd try to reinstall it over Steam and then launch it there again. It should verify the files again and maybe a more comprehensible error pops up - but basically Steam is supposed to install this file.

What if it makes me buy it again?

Well did you refund it? Because of this installation issue or because you knew it would continue working after refunding?
Rax Feb 25, 2017 @ 9:03am
because of the instalation issue, but the refund was pending

The file is definitely on Steam, so you'd have to pull it back from there. It might have been deleted by an anti-virus or so, since otherwise it should have shown an error earlier.

It wasnt, I repurchased it

Which anti-virus do you have? Pretty sure that specific file could only run into an error due to an anti-virus deleting it and blocking the location.
