Make sure your anti-virus isn't blocking it. Have Steam and Wallpaper Engine on your exception / allowed list with your anti-virus.

Next try to verify the installation;
From your Steam-client and Library right-click on Wallpaper Engine, choose Properties, go to the Local Files tab then click on "Verify integrity of application files".

If any files were missing or corrupt then it should be re-downloaded.
