What exactly is 'auto hide icons' btw, is that another software?
From what you are describing it seems that something is connecting the input of the wallpaper and the icons which is wrong and not what Windows does by default. Do you have any programs installed that hook into others? Can you try to disable any extras from your graphics driver like shadowplay/relive etc since all of those are hooks also messing with input processing?
Windows GameDVR might also be related in case you still have it enabled.
Hm yeah sorry - the link didn't work (because Valve's forum software is kinda bad at extracting links) and the plexus wallpapers I have seen were all videos, so I presumed it was a video: http://steamcommunity.com/workshop/browse/?appid=431960&searchtext=plexus&childpublishedfileid=0&browsesort=textsearch§ion=home but the one you were talking about was actually an application instead.
Could you please try the stock 'sheep' wallpaper and see if the same issue happens?
