I forgot to mentioned that I already tried turning off the firewall and I'm not using an antivirus software currently. Then I'll take your advice and try to wait more, I'm keeping you updated.
Does it show any specific percentage or does it show this error message immediately?
It does work for Portal 2, no problems here. The error message always appears at 45%

Make a backup of your config.json and and the wallpaper_engine\projects\myprojects directory. After uninstalling the app, manually delete the remaining wallpaper_engine directory. Then reinstall the app and place your old config.json and projects\myprojects directory back into the folder to get your project and config file back.
Then try uploading your project again.
Like Tim said, this kind of issue at 45% progress is typically that Steam itself cannot communicate with the relevant Steam servers but this tends to affect all Workshop games and is simply due to some IP/port restrictions either in the router or a firewall software.
But at this point it looks like your issue is different from the ones we usually see.
Also, please try reproducing the error once more and then immediately close Wallpaper Engine and Steam. Then create a zip file with all of Steam's logs that you can find here: C:\Program Files (x86)\Steam\logs and send us this file to logs@wallpaperengine.io as well. These might contain some clue about the issue from Steam's end so I think it might be worth a shot.
I'll follow your instructions tomorrow after work and send the email, hopefully we'll get closer to the solution through that
The only suggestion I could make at this point is to use USB tethering or a wifi hotspot with your wallpaper and try that to upload your wallpaper. Maybe your network router is for some reason blocking the upload. If the problem persists even when using your smartphone's mobile network, then it's likely some issue on your computer directly.
