Lagging and high CPU usage

My wallpapers are running at very low fps and the app is using up to 90% of the cpu. This problem arose recently and there were no changes made by me (not even new wallpapers added) that could have triggered it. I don't have razer synapse (i've heard that it can cause this) and i've tried ddu, a full gpu driver reinstall, and set the program to use my dgpu in nvidia control center to no avail.
Diagnostics program says:
Software Rendering
It looks like your computer is unable to use graphics hardware acceleration correctly which may result in poor CPU performance. Try reinstalling the graphics drivers ccompletely.
