White layer over the mouse cursor when changing wallpapers

I have a custom mouse cursor called (Mouse pointer DIM v4 - Prismatic)
and when i change my wallpaper the mouse cursor suddenly gains a white overlay or layer of some sort this happens only on wallpapers with lights? or light layers or sm like:

Ps: Dear moderator's plz don't remove this post as this will help people like me who had the same issue and couldn't find a fix for it.

Found a fix
This seems to be a bug with post-processing option.
Edit 1: when you turn the post processing option in quality from ultra to Enabled its fixed.
Edit 2: After a lot of testing i found out if your monitor dose not support HDR like my monitor your mouse will end up with a White overlay or white fog and this only happens to wallpapers that have the tag HDR.
