Can't apply or change wallaper at all! (Windows 11)

Everytime i start wallpaper engine, it won't change my wallpaper but the sound plays.
Not only that, it also broke the ability for my windows to change the "normal" picture wallpapers.

It stays broke until i restart my OS. What gives?

I use a dedicated graphics card with latest driver (RX 6600) + i3 12100F & 16GB DDR4 RAM, NVME SSD. Software works before i upgraded to windows 11 from 10. I already do a clean install of drivers, all other software/games work flawlessly except for this.
