System Error on Windows .dll not found

Hello, I received this error before wallpaper engine crashed.

webwallpaper32.exe
The code execution cannot proceed because
api-ms-win-core-librapyloader-l1-2-0.dll was not found.
Reinstalling the program may fix this problem.

Please note that IT IS spelled as "librapyloader" with a p in the word library. I tried Google to find this dll, but as far as I can tell it doesn't exist and only a dll with "libraryloader" in the filename exists. This makes me wonder if internally wallpaper engine is searching for an incorrectly named .dll file and causing it to crash.

Another thing to mention: while I'm not sure if wallpaper engine is the culprit, after it crashes and attempts to restart (sometimes successfully and sometimes it just crashes again a second later) discord will then crash and try to restart and after a few seconds my entire pc will freeze and blue screen.
