Report a translation problem
Regarding the hotkeys, they are assigned to one specific monitor and won't replace the playlist on all monitors. However what I noticed is that they caused the other monitors to reload their wallpapers too, so this might have been confusing since they may have picked a different one.
If you want one hotkey to apply one playlist to all monitors then this would likely need a new option in the playlist dialog where hotkeys are assigned. (Right now you could also load the playlist from the tray menu, this does apply it to all monitors and opposite to hotkeys, it does not allow applying a playlist to a single monitor.)
Regarding your other issue, could you share a link to a wallpaper that doesn't download/load? I think this may happen if it's a preset to a wallpaper that was removed. Steam doesn't really offer a solution to this, but we should be able to show an error message at least if this is what happened.
For the other issue, its not just a few wallpapers that don't work. It's all of them. Using https://steamcommunity.com/sharedfiles/filedetails/?id=1661369948 as an example, if I press "subscribe", it will subscribe to the wallpaper and download it, but the wallpaper itself won't appear on my screen. It stays as the wallpaper I was using right before subscribing to the wallpaper. Double-clicking on the icon while it's downloaded will close the Wallpaper Engine window but still doesn't change the wallpaper. This all works fine, along with the playlist hotkeys issue if my main monitor is switched to the second one in the Display Settings, though. Hope this helps!
There might be some error occurring so that it's not showing the clone layout properly, but that may be why nothing is happening when you try selecting a wallpaper with your current monitor configuration.
Can you check in the display menu if it shows that the clone layout is active and turn it off?

Then do a full reset of Wallpaper Engine by pressing the red reset button at the bottom of the "General" tab in the settings. After the reset is done, before anything else, change the "Monitor identification" option to "Managed" and see if that helps already. It's a new system for our upcoming update, maybe it will alleviate (some of) your issues already. Feedback is appreciated.
