stuck in endless validation loop and won't run

i have been stuck in validation for the whole day " validating 320 gb" when it's done gives me hard disk space error which is very common to me cuz it's always full. i try to run WE again and it starting the validation loop again
i searched for solution and saw ppl suggesting running and admin/verifiying the game integ
after i done verifying and said that all files are fine i try to run the app. start setting up thing to install and give me error. saying i should check my anti-virus has deleted anything but my anti-virus has deleted anything. when i close the windows it again says libcef.dll is missing. i check the installing file location and i find the .dll file there just fine. i tried deleting it and verify again. steam detects it's missing and downloads it again but then it went back to validation loop
so. anything else i can try? like someway to reinstall without losing the stuff i downloaded " cuz that 320gb with my 3rd world internet. 3 or 4 years worth of downloading "
