program causes all games to lag and stutter

Ive been using live wallpaper for about 3 years since i upgraded my ram to 32gb with zero issues. But at some point recently while gaming i get huge stutter spikes and lag. I thought my gpu was going but once i investigated i realized wallpaper engine is spiking my GPU usage to 99%-100% constantly while in game. Even when the background process is running without a wallpaper up. I can end the program and game goes to using only 50-70% of GPU basically like normal. Ive got a 5800x and a RTX 3070. I shouldnt be running into these issues blah, anyone else experience this??? I once had kinda similar issues prior to upgrading my pc when i had a 3700x and 2060 with only 16gb of ram but it was far worse and i just stopped using the program then

if you do not want to experience performance drop while in game you have to OPEN the Wallpaper enging SETTINGS and set up the PLAYBACK setting to STOP running the wallpapers while you play games.

if you are using a screen recording overlay it might cause you problems
it is possible that you have to trun off the setting inside nvidia experiance like spacecial scalling and stuff like that

running wallpaper engine is like running a game
so if you run a game on top of it , it basicly mean you are running 2 games that need gpu load.
