Vram Clock speed locked at max when wallpaper engine is used

Hi, i noticed that probably from the last (or a few) update the clock speed of my GPU's VRAM is constantly maxed out, that translate in a lot of energy usage, from 80 to 100 watt depending on the wallpaper i choose. I tried maxed out and set to minimum every spec, but i gained like 10 watt. Idk if i'm missing something but i would like to let you know. I am sure that this wasn't a problem like 2 or 3 month ago.
