Mouse pointer slowing to 60hz on some wallpapers when hovering over the desktop.
On my laptop the mouse pointer slows down to 60hz when I'm hovering on the desktop, it doesn't happen with all wallpapers, it just happens with some and I know it's not the wallpaper's fault cause on my PC it doesn't do that. A video of the issue: https://streamable.com/36jjzd

Do you have an Nvidia graphics card in the laptop? Make sure to disable the Geforce Experience overlay, that's so far the only known reason for a laggy mouse so perhaps that's also your issue.

Thank you and sorry the late response, this fixed it. Are you guys working on a fix so that you can have both the overlay and a fast mouse? I use the overlay a lot and it's kinda of annoying.

Sorry but we are completely unable to influence this. Wallpaper Engine just wants to be left alone, but the Nvidia Overlay is doing something to it. It also doesn't happen on every computer. So it's somehow specific to maybe the GPU or some other hardware.

You can contact Nvidia here and provide them with your specs: https://nvidia.custhelp.com/app/answers/detail/a_id/3141/~/how-to-provide-valuable-feedback-to-nvidia

In my opinion all they need to do is make sure that the overlay simply leaves Wallpaper Engine alone. But that's all I can judge from here without being an Nvidia developer.
