Strange bug with wallpaper overide

I have had the problem before yet fixed it (not sure how) but after a monitor change the problem has returned (dual monitor same resolution different refresh rate)

Debug tool result:
MalwareBytes (I have done this to ignore already)
If you are having crashes or problems with Wallpaper Engine, try configuring MalwareBytes to ignore the wallpaper_engine installation directory as it is known to cause various issues.

Geforce Experience Overlay (can't find how and the main issues listed not present)
You have the Geforce Experience overlay enabled in Wallpaper Engine. This is almost never causing problems, but in rare cases it makes the mouse cursor lag or decreases general performance.

Disable it if you experience these issues.
