Regarding your download issues, usually a clean reinstallation fixes these Steam issues. The issues you described usually happen because either you have manually deleted or moved any Workshop files or because your antivirus app has in the past blocked some Workshop files (usually by mistake). Disabling your antivirus app will not fix this, as the damage has been done already.
If you decide to reinstall the app, you might want to manually delete the Workshop folder for Wallpaper Engine just to make sure that it's really fully gone. By default, it is located here:
C:\Program Files (x86)\Steam\steamapps\workshop\content\431960
If you continue to have issues, you may want to tell your antivirus app to ignore certain directories, usually antivirus apps freak out on partially downloaded files, so make sure to tell it to ignore all of these folders:
C:\Program Files (x86)\Steam\steamapps\workshop\downloads
C:\Program Files (x86)\Steam\steamapps\workshop\temp
C:\Program Files (x86)\Steam\steamapps\downloading
These folders only contain temporary files while they are being downloaded, so it's safe to ignore them. If you only stick to Scene and Video wallpapers, you can also ignore the entire Steam directory, that will speed things up.
