Does the media overlay work with any other apps, Google Chrome will send media data to the overlay by default for example when watching YouTube videos. Alternatively you can use Windows Media Player with an audio file that contains meta data (song name, artist name, etc).
What version of Windows are you using?
The media integration doesn't work with this wallpaper either, and no I do not have any videos or anything obstructing the overlay
I think you also misunderstood my remark about YouTube videos, I essentially just wanted to know if the media integration works with another media player (such as Windows Media Player or Google Chrome's overlay support).

It could be that this is the source of the issue and it may be causing Spotify to misbehave. The AppData\Roaming directory seems like an unusual place for an installed app to be installed it and it's usually reserved for other uses. Can you try to fully uninstall Spotify, followed by downloading the Spotify installer and reinstalling it in a proper location?

A "good" / "valid" location would be "C:\Program Files\" for example.
Configuring your Media Player
Most modern media players support the Windows media overlay that is needed for this feature to function. Sometimes you need to enable it first. Open the settings of your media player and look for the appropriate option (sometimes also hidden away in the advanced settings). The option usually mentions a "media overlay" or "media hotkeys". If you are unsure, do a web search including the name of your media player and words like "media overlay".
I only had to activate "show desktop overlay when using media keys (not sure if this is the correct translation for the option since I'm german...) and it worked immediately!
