"Position" slider only appears on some wallpapers (2 monitors)
I have used the position slider to align single monitor wallpapers on my 2 monitors but recently I reset my PC and reinstalled Wallpaper Engine and the slider only appears on some wallpapers but doesn't on others, seemingly at random.

It depends on the wallpaper type, you can see it below the preview image. Only "Scene" and "Video" type wallpapers support the position slider. A "Web" type wallpaper, for example, does not support this unless the developer of the wallpaper implemented a similar functionality themselves.

I'm aware of this but it doesn't show up on some of my scene or video wallpapers or it will show up some of the times then disappear. I also have a video [streamable.com] where I unsubscribe and resubscribe to a wallpaper and you can see the position slider pop up very briefly and then disappear. It behaves really unpredictably and I don't know why.

It disappears because there is nothing to move basically. You are using a 4K wallpaper on a 4K screen. It's a perfect fit, so moving it around does not make sense. You can still take full control by changing the "alignment" option to "Free", but then you will have to increase the level of zoom to zoom more into the image yourself (and zooming in will lower the quality slightly).

I'm using a 16:9 wallpaper to cover two 4k monitors, it resizes the wallpaper horizontally so it fits the width of the two monitors combined but it cuts off the top and bottom of the wallpapers. i used to be able to use the position slider on 16:9 wallpapers to move the wallpaper vertically but I can no longer do that. Weirdly enough when I use a dual screen wallpaper the position slider *does* appear but adjusting it does nothing because it is the right aspect ratio for my 2 monitors so nothing gets cut off. Before I reset my PC the slider would appear on both 16:9 and dual screen wallpapers, it would just only function on the 16:9 ones.

No "position" slider despite wallpaper being cut off
I have 2 16:9 monitors next to each other and in wallpaper engine I use the option to stretch the wallpaper over both displays, essentially giving me a 32:9 display. Sometimes I use single monitor (16:9) wallpapers and in the past when I have done so there had always been a "position" slider that let me adjust the wallpaper vertically as it would be partially cut off. A couple months ago that slider went away on my 16:9 wallpapers, however it will still appear on my dual screen (32:9) wallpapers even though there is nothing to adjust and the slider does nothing.

I made a post about this a few months ago but my issue never got resolved and I was just told its "because I'm using a 4k wallpaper on a 4k monitor" so I'd like to clarify that the wallpaper types that have this issue are "scene" and "video," not "web." I have also attached a screenshot showing that despite the entire wallpaper not getting shown there still is no position slider. I'd really appreciate the help as I have no easy way to adjust what portion of 16:9 wallpapers are shown.

Hey man, sorry that I did not get back to you back then, I am not sure what happened there. You are right, what I wrote was completely off, the slider should be visible for you under those circumstances. I just quickly went ahead and tested it on my Windows 11 dual screen 16:9 test setup and it works fine there, so it does not seem to be a general problem with the app and probably just something hyper specific to your setup.

Did you try changing the alignment option to "Free" and manually adjust the zoom level and position from there as I suggested in my post above?

That might be a viable workaround in your case, though it does not explain why the slider would not appear. Could you also share a screenshot of the "Displays" tab, just so I can see the exact layout of your monitors, maybe also a screenshot of your Windows multi-monitor settings (the one where you see the boxes representing the screens).

No worries! I actually ended up fixing it while getting the screenshots you asked for. I never had to do this previously but I switched my display settings from "stretch single wallpaper" to "wallpaper per display" and created a group with my 2 monitors and now it functions as it used to. Thanks for taking the time to get back to me though!

It should still work with the stretch setting but my best assumption here is really that there is something odd that's just wonky on your setup (maybe also a faulty config or whatever). Either way, since no one has ever mentioned this problem before, I will just consider it a fluke since it's solved for you now. If the issue returns though, please let me know any time and we will take a closer look.
