If you're sure that it wasn't externally deleted, I imagine the only reason for this could be a thirdparty anti-virus (everything except Windows Defender) blocking the program.

Make sure to exclude the Steam & Wallpaper Engine directory and specific programs of Wallpaper Engine in any thirdparty anti-virus you may have installed:

C:\Program Files (x86)\Steam\steamapps\common\wallpaper_engine
C:\Program Files (x86)\Steam\steamapps\common\wallpaper_engine\wallpaper32.exe
C:\Program Files (x86)\Steam\steamapps\common\wallpaper_engine\bin\ui32.exe (especially this one concerning your current issue)

I assume you are the one who sent the email and I am also pretty sure this must be caused by MalwareBytes. Turn off Wallpaper Engine, then configure MalwareBytes to ignore this directory (and all subdirectories) on your system:

D:\steam\steamapps\common\wallpaper_engine

I've been having this problem for a few days now before that it always worked even with malwarebytes on but I'll try what you guys said

ok so I tried this and it doesnt work i've even reinstalled wp

Could you try to uninstall Wallpaper Engine, then manually delete this folder:

D:\steam\steamapps\common\wallpaper_engine

Afterwards reinstall Wallpaper Engine again. Deleting the folder can make a huge difference in cases like this because antivirus apps often place invisible file locks into the app files.

there was no file on my D drive but there was one on my C drive where I had it installed I've uninstalled WE and deleted the file but I cant still open the files
