Are you sure that this issue only occurs with video wallpapers and never with scene type wallpapers for example?

AMD ReLive/anti-lag
It looks like AMD ReLive is recording the wallpaper window OR AMD anti-lag is manipulating Wallpaper Engine. This can decrease performance, cause weird sounds to play or even crash Wallpaper Engine.
If you experience any such issues and disabling these AMD hacks fixes them, you just have to configure ReLive/anti-lag to stop messing with Wallpaper Engine and leave it alone.

I'm using the PC and then when I see the wallpaper froze. But no, I'm not seeing the wallpaper in the time it freezes.
No, we don't know what's causing it, this isn't something anyone has reported yet.
Please try changing "other application fullscreen" to "stop" in the performance settings. If the video backend is having an error, then this should make it restart whenever you leave a fullscreen application and maybe that's a workaround.
