LED Effects Not Working (Corsair iCUE)
It was previously working and then after a restart all the led settings disappeared. I have the plugin in WE enabled and the Software Integration enabled in iCUE. WE does show up in Corsair, however, in WE the button that allows me to toggle LED effects per wallpaper is missing.

This means that the CUE SDK didn't connect to iCUE (or that the plugin was disabled completely).

Regarding the latter, please check in the plugin options of Wallpaper Engine if the LED plugin is still enabled and in the options for that plugin respectively, if the iCUE integration is still enabled.

If it's all enabled there, try fully closing Wallpaper Engine and iCUE from their tray menus and then restart iCUE first and Wallpaper Engine afterwards.

I have already tried all of the above and uninstalled and reinstalled both programs several times.

Thanks. Please try excluding both Wallpaper Engine and iCUE completely from Bit Defender.

I don't know which executable of iCUE is the important part here, but for Wallpaper Engine they are
C:\Program Files (x86)\Steam\steamapps\common\wallpaper_engine\wallpaper32.exe
C:\Program Files (x86)\Steam\steamapps\common\wallpaper_engine\wallpaper64.exe

At the bottom of the log are also a lot of iCUE crashes logged, this could be another explanation. But unfortunately it's not possible to check the timestamp of these crashes.
