I did fully shut down and turn back on my computer after having disabled High Priority, but kept "Start with Windows" checked. I don't know if it's worth mentioning, but when I click my lock screen, it goes straight to a prompt to put in the password for my user account (I'm the only user to choose from)

Do you have other background applications that create tray icons? Are those icons immediately visible when logging in or only after a moment? Typically all programs in the task manager "startup" tab are only started by Windows after the lockscreen has been closed, this is also how Wallpaper Engine is started by Windows when high-priority is disabled.
It turns out I had a Windows setting turned on in "Settings>Accounts>Sign-in Options" labeled "Use my sign-in info to automatically finish setting up my device after an update or restart." This setting was on by default (at least for me), and it appears to make it so that if you shut down the computer without logging out of your account first, when you turn it back on it starts up the account you were just logged into before you actually log in, hence the audio being there. Once I disabled this Windows setting, it no longer plays the audio until I actually log in, even with high priority mode on actually!
(To clarify, the "Wallpaper Engine Service" in the services tab of the task manager was indeed not there when I had High Priority disabled, just like you said it should be. It reappeared when I re-enabled High Priority and vice versa, so all was as it should be in that regard)
