Can't get gifs under 1MB for previews
So what settings are you all using? What resolution for the gif, what's the fps, how many seconds and any compression? Also capturing as multiple images or video to gif conversion?

256x256 and just delete frames until you are under 1mb (999kb). You can lower the frames per second usually to help. The more colorful the images the larger the filezise will be.
Most people can squeeze from 20-50 frames in a gif.

Most people use Screen To Gif software or online ez.gif

Wallpaper Engine only requests a 128x128px image from the Steam servers anyway, so essentially you can use that without losing any quality in the app preview. With a tool like ScreenToGif, try using a low frame-rate of like 5 - 10 FPS and don't capture more than a second or two.

Also, just because you can use 1 Megabyte doesn't mean you should. Imagine everyone had 1 MB preview images, loading a single page would search results page would require 50 Megabytes of preview image downloads, that can be pretty heavy for some.
