Wallpaper Engine doesn't play mp4 files

Doesn't play some backgrounds I downloaded from the workshop, shows black screen.
When I clicked with open with file, I saw that the backgrounds that did not open had mp4 extension. I guess that's the reason it won't turn on, How can I fix this?

I did the steps on the link and it didn't fix it so I tried the solution in this link.

And it works but worked but not as wallpaper.It is opened with ActiveMovie Window .
I guess this problem happened because I couldn't understand "make sure your Windows user has admin rights" and can you tell me how to do it ?
How do i run as administrator because it has no icons on the desktop.

If you were able to install it, then you likely to have admin rights. If you only have one account on your computer, then you are definitely an admin. If you see the ActiveMovie window even with LAV installed, then there is some severe underlying issue with your computer, most likely the graphics card (drivers). Did you do a clean reinstallation of your old drivers (uninstall first, then reinstall the latest newest drivers)?
