I'll take a look at your system and see if I can spot anything odd.
Your Windows 10 is not updated and you are still on the 20H1 update, open up Windows Update and upgrade install the 20H2 update (aka the "October 2020 Update") just in case it's causing issues with the RTX 3000 card.
It looks like you have a HP Omen series computer, I am not familiar with what kind of stuff comes pre-loaded on those but maybe try uninstall the Omen Command Center, maybe that tool does anything weird that causes Windows to flicker in combination with Wallpaper Engine. After uninstalling it, restart your computer and see if the issue persists.
I am not sure if I am reading it correctly but it could be that you have the Windows 10 GameBar active and maybe DVR, can you check if they are disabled and if not, disable them for testing purposes, maybe they are interacting with Wallpaper Engine by mistake:

Did you install McAfee yourself or did it come pre-installed with your computer? If you don't really need it and just use the Windows antivirus, I would recommend to also uninstall that for testing purposes though I think it's very unlikely to be the fault of display flickering like that.
To remedy the problem, just select a different effect.. Hope this helps :)
