AMD ReLive/anti-lag conflict, but I don't have it installed
So according to Wallpaper Engine it conflicts with AMD ReLive/anti lag on my PC, but I don't even have these programs on my computer.

Are you having any issues? You can ignore the scan tool if you have no problems with your system. The app does not actively conflict with AMD ReLive but there are certain issues which can under certain circumstances be caused by it. AMD ReLive is part of your AMD graphics card drivers, that's probably why it's installed and running without you being aware of it.

Again, if you have no problems at all, you can absolutely ignore this message.

Audio Visualisation isn't working.

I tried to see what's stopping it from working and scan tool initially said it's AMD ReLive as the topic says, which is weird as I didn't even have it. I decided to download it hoping maybe that can fix it, but now the tool says it's amdow.exe

Whatever is causing the problem I can only assume it's AMD related.

Could this just be my crappy GPU? AMD Radeon R9 200 Series (it's 2GB)

It was 2 separate problems the 44100 problem combined with wrong audio recording device (Razer surround thing)
