Wallpaper isolates itself after a minute of the pc being idle, and gets rid of my icons, is there anyway I can change this?

Sounds like you turned on the screensaver feature and forgot about it. Simply open the Windows screensaver settings and change the screensaver from "Wallpaper Engine" to "None".
