Report a translation problem
- Then change the setting 'log level' to 'verbose' in Wallpaper Engine's settings.
- Restart everything and try again to make sure the program will log some info.
- Please share this log file C:\Program Files (x86)\Steam\steamapps\common\wallpaper_engine\log.txt by uploading it to www.pastebin.com and sharing the link here.
This will log should now contain more info about the connection with Chroma as long as the issue isn't just inside Synapse/Chroma itself.

But could you maybe double check that Chroma is still enabled in the plugin settings of Wallpaper Engine? It's possible to turn it off there separately from iCUE. That's the last simple thing I can think off.
If that's helping to fix this, perhaps it's an issue that you have multiple Wallpaper Engine entries in Synapse. Are you able to reset those so there's only one? Perhaps by reinstalling Synapse?
