Wallpaper Engine Will Run but wont Open its menus

So I have reinstalled the Engine to see if that worked it didn't so here I be

upon launching the wallpaper engine it will run fine with the last playlist I had running but when I try to click on anything in its Taskbar icon almost nothing work settings don't work nor change wallpaper but next and recent wallpapers do I have no clue what the issue is

If you have any anti-virus program besides Windows Defender, then make sure to not allow it to block Wallpaper Engine. Set it up to fully ignore all these paths files:

C:\Program Files (x86)\Steam
C:\Program Files (x86)\Steam\steamapps\common\wallpaper_engine
C:\Program Files (x86)\Steam\steamapps\common\wallpaper_engine\wallpaper32.exe
C:\Program Files (x86)\Steam\steamapps\common\wallpaper_engine\bin\ui32.exe
C:\Program Files (x86)\Steam\steamapps\common\wallpaper_engine\bin\webwallpaper32.exe

Thanks. Do you have this file or is it missing? C:\Program Files (x86)\Steam\steamapps\common\wallpaper_engine\bin\ui32.exe Please check only at this exact path, any other path wouldn't matter.

Your Intel GPU driver is quite outdated while your Nvidia GPU driver is recent, this could lead to problems. Try updating the Intel GPU driver or make sure the latest drivers provided by your laptops manufacturer are installed, to ensure they are fully compatible.

You can also try setting this 'ui32.exe' to use the Nvidia GPU in the Nvidia Control Panel or Windows Graphics settings. However, it still always checks for all GPUs so having drivers that aren't fully compatible might cause problems one way or another.

after looking in the files it turns out a System file called netutils.dill was causing the program to not launch
