Conflict between Wallpaper Engine and Nvidia Container
I have run into what seems to be a "conflict" between Wallpaper Engine and "Nvidia Container". It appears that Nvidia Container is used as a part of streaming with shadow play (I think). Anyway, because of this, whenever audio on the computer plays, Nvidia Container acts like it's outputting audio. This means that if I have the setting "mute when other apps are playing audio" the audio will ALWAYS be muted since Nvidia Container is technically playing the wallpaper engine audio as it streams it, and therefore Wallpaper Engine technically mutes itself. If you could whitelist "Nvidia Container" from the "if other app is playing audio" setting, then that should solve the issue.

EDIT: It seems that this problem occurs with ANY streaming software. It also occured with OBS recording. It is especially an issue with Shadowplay, however, since it is constantly recording in the background.

Here is a video that shows the problem: https://youtu.be/7JgAKA410C4

I know, I think there is no way other than manually excluding these programs since they will pick up the audio from WE and there is no way for me to dynamically detect them either. There is no exclusion list yet.

So can we expect the ability to manually whitelist certain programs in the near future?

Not in the near future but I have noted it down already. This feature is so 'crazy/weird' in Windows terms that I am honestly surprised I got it to work at all. It wouldn't be an issue if those programs weren't non-stop recording the wallpaper sound though.

i also have this issue, is there a way to mute the NVIDIA Container process automatically as a temporary fix?

This thread is from 2017. Since then, we have added the ability to add application rules that allow you to configure Wallpaper Engine to ignore the Nvidia Container process.

Take a look at this page:

https://help.wallpaperengine.io/audio/intermittent.html

You need to set up an application rule for "nvcontainer.exe" and tell Wallpaper Engine to "Keep running" as explained on that page.
