Geforce Experience Overlay
You have the Geforce Experience overlay enabled in Wallpaper Engine. This is almost never causing problems, but in rare cases it makes the mouse cursor lag or decreases general performance.
Disable it if you experience these issues.
RivaTuner
It looks like you have RivaTuner installed which could inject into Wallpaper Engine and cause the following issues:
- Wallpaper Engine may crash.

Looks like it could be RivaTuner. I've had Geforce Overlay enabled for a while with no problems but i started using RivaTuner recently.

Make sure to click on the "Save Full Log" button, do not copy-paste the contents of the scan tool window.
That's actually my issue at first. I'm trying to save the log onto my desktop but the file never appears for me to share.

If you restart now and the wallpaper is not paused, then there must really be some kind of fullscreen overlay. But if it's still paused even though all settings are set to 'keep running' then the issue must be unrelated to that.
Make sure to change the rule back after testing.

Nvidia Share does have a fullscreen overlay. It's not known to cause this but that's the first thing I would try to turn off.
