unfortunately this is an old issue and basically a problem with the Chromium (a simplified explanation for this is that Wallpaper Engine uses something like Google Chrome for its web-based wallpapers).
We're not aware of any fixes and since we cannot fix this issue ourselves as the problem is outside of our code, the best recommendation we can give to affected users is to turn off playlist cycling when wallpapers are paused ("Allow wallpaper to change while paused" needs to be turned off) or to remove web-based wallpapers from your playlist:

Since you have multiple monitors, you need to make sure no web wallpapers are being cycled on the other two screens while you are in-game because when you use the "Pause per monitor" option, the playlist will still cycle through on the other screens. If you are not cycling through web wallpapers on the two other monitors which you do not use for games, this is not an issue.
If you cycle through web-wallpapers on all three screens, the best you could do is to create two monitor profiles with hotkeys (one with your playlists and one without playlists) in the multi-monitor overview. It's a bit annoying for sure, we'll see if we can create a better long-term solution for this, though it seems not too many people cycle through web wallpapers on their secondary monitors because it's not a problem that comes up that commonly.
