Does Razer Synapse show that Wallpaper Engine is active?
Are LED effects enabled in Wallpaper Engine? They need to be enabled on the wallpaper itself on the right and in the plugin settings, make sure they are all still enabled.
If you still can't get it to work try reinstalling Razer Synapse and make sure you have the Chroma SDK module and other base Chroma modules installed. Make sure Synapse is running before Wallpaper Engine and see if it works again.

iCue integration is not working for me in this same way.. It updated when I started it, maybe a broken update?
The thing is that Wallpaper Engine only plays a tiny role here, it merely provides the colors. There are still numerous bugs we're waiting for both Corsair and Razer to finally address which prevent this whole feature from being 100% reliable.
The iCUE integration is working fine for me on my keyboard, we haven't made changes to it in a long time and Corsair hasn't updated the SDK either, only iCUE itself.
If you can't get it to work, please create a new thread with details about which devices you have. The problems are majorly in iCUE and Synapse so mixing these in one thread is not good. We really have it more difficult to help that way.
Could you download the Razer emulator: http://assets.razerzone.com/dev_portal/downloads/ChromaEmulatorSetup2.06.exe and enable the keyboard and check if it shows the wallpapers colors?
just for closure it ended up being a corrupt wallpaper engine install in my case. an Uninstall-reinstall fixed my issue. Just incase this thread pops up again sometime in the future.
