That said, "Missing downloaded files" is usually the result of antivirus software deleting the file as Steam is downloading them. If you are using any sort of antivirus / firewall software, check if it may be blocking Steam from functioning properly. You may also want to try clearing the Steam download cache and then try again:

If worst comes to worst, your Steam may be broken, doing a clean re-installation of Steam does surprisingly often fix issues like that. Follow this guide and be sure to keep a backup of the Steamapps directory as described there:

Apparently I have a C:\Program Files (x86)\Steam\steamapps\workshop\downloads and a D:\Program Files (x86)\Steam\steamapps\workshop\downloads and I didn't even think of looking there till I saw your message. thank you
