Update: I got it working again. It was a bugged synapse update. After reinstalling synapse everything syncs as it used to.

I have sent Razer an email about this and I just heard back from them. The general advice is that you simply try to reboot your system after the latest update is installed and see if that fixes the problem. If the issue is not fixed after rebooting, they are asking me to ask you to contact Razer support:

It's not a bug in Wallpaper Engine itself, if there is an issue, it's in Razer Synapse so we cannot do anything aside from collecting these issues and forwarding them to Razer.
