If you deleted everything Steam related from your PC then you can't recover that. The save file for this program is located here: C:\Program Files (x86)\Steam\steamapps\common\wallpaper_engine\config.json this is where you would recover it from.

But the items you have subscribed are saved by Steam for all the games and Steam should re-download them automatically.

Do you mean the wallpapers themselves are gone? Only the folder sorting is lost now, so the wallpapers from all folders should now all appear in the overview. You can check your subscriptions on Steam directly to make sure.

If you are still in the middle of downloading hundreds of wallpapers it is best to wait until Steam is completely done once. Even Steam itself can crash when there are hundreds of pending Workshop downloads.

But if this is a new issue you didn't have before and it keeps happening after Steam finished, please share these files: https://steamcommunity.com/app/431960/discussions/1/3307213006836797842/
