I wish to have an animated gif as my background in "tile" format, how do I do this please in Wallpaper engine or in a picture editor?

If you're making a 2D scene, first scale up your gif layer so that it fills the whole screen. You should probably make it even bigger than your screen so that it works on all displays and aspect ratios, though I'm not sure if this will cost more performance for the parts off-screen. Next apply the 'Transform' effect to your gif layer, then tweak the 'scale' values in the transform effect to make it tile that many times horizontally and vertically.

End result should be something like this: https://imgur.com/rR3D3kd.jpg

Saying thanks for this since op didn't lol. I tried Plasteur before this and it SUCKED and they basically banned me from their reddit just for asking how to tile. So glad this one can tile.
